Manager, Technical Services – temporary up to 20 months

The Manager, Technical Services is responsible for providing broad technical support to the Water Services Division so ensure the effectiveness, efficiency and compliance of its operations, as well as, continuous improvement of the utilities business processes. Reporting to the Division Manager of Water Services this temporary position will lead a cross divisional technical support staff team involved in the following programs – water conservation and efficiency, compliance and quality management, capital infrastructure asset management and renewal, technology planning and deployment, staff training and development, records management, communication, energy management, legal, purchasing, emergency planning, and health and safety.

- Manage cross divisional technical support for various programs including: supply and distribution operations and maintenance, compliance and quality management, capital infrastructure asset management and renewal, technology evaluation and deployment,
- staff training, records management, communications, energy management, legal, purchasing, emergency planning, and health and safety.
- Provides visible and positive leadership to staff consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful and motivating for staff
- Responsible to create a motivated, supportive and accountable work environment that strives for continuous improvement (work methods, problem solving and staff development).
- Provide managerial oversight of staff including recruitment, training, development and performance management.
- Manage the Water Conservation and Efficiency Program ensuring that goals of the 2016 Water Efficiency Strategy are met.
- Represent Water Services on a number of corporate committees and teams, as well as, represent the City as part of industry working groups and committees.
- Lead special studies on behalf of Water Services and participates in public and inter- governmental consultations and working groups.
- Identify any gaps or needs and ensure adequate resources are available (materials, equipment, staff) in support of staff meeting expectations.
- Manage procurement of major services, materials, supplies, and equipment; develop and support service agreements and contracts; develop and award Tenders, RFP’s, RFQ’s; manage increases in scope to existing projects.
- Develop formal project documents and administer projects consistent with protocols of the City’s Project Management Office and the Project Management Institute best practices.
- Oversee health and safety for the division ensuring compliance with the OHSA, corporate policy and division specific SOPs.
- Manage utility compliance and support the implementation of controls to mitigate the occurrence and risks of non-compliance events.
- Forecast, develop, and manage annual and multi-year budgets for related programs.
- Oversee the response to customer, council, and media requests for information related to areas of responsibility.
- Manage facility asset management and infrastructure master planning for the Division.
- Manage departmental benchmarking and continuous improvement initiatives.
- Prepare reports, policies, procedures and work methods and standards for the Division Manager.
- Liaise with regulators as required to support compliance and conformance with related programs.
- Participate in Water Services Management on-call rotation as needed.
- Provide coverage for other management staff.
- Perform other related duties as assigned.
- Extensive experience related to the duties listed above, normally acquired through a post- secondary degree in Civil or Environmental Engineering, Hydrogeology Earth Science or related discipline and extensive experience in water preferably in an operational municipal setting. Candidates with an equivalent combination of education and experience may be considered.
- Registered as a Professional Geoscientist with the Association of Professional Geoscientists of Ontario or Professional Engineer with the Professional Engineers of Ontario.
- Experience managing staff and leading work teams, preferably in a unionized environment.
- Project management experience in areas such as groundwater development, hydrogeology and source water protection.
- A valid Class G drivers licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
- Knowledge of the Occupational Health and Safety Act and other applicable legislation and specifications.
- Excellent communication skills with the ability to communicate with all levels of staff, stakeholders, the media and the general public.
- Experience with Microsoft Office (Word, Excel, Power Point, Access, Microsoft Project and Outlook).
- Excellent leadership, interpersonal and team building skills.
- Excellent customer service and public relation skills.
- Knowledge of government legislation related to municipal water systems operations and service delivery.
- Knowledge of groundwater based municipal water systems and associated challenges.
- Knowledge of the requirements and application of Quality Management Systems.
- Knowledge of current business technology trends and applications, including computer modeling tools and data requirements, results implementation, model sensitivities, predictive modeling techniques, and calibration techniques.
- Knowledge of the municipal Class EA process and master planning.
- Knowledge with municipal budgeting and purchasing, operating and capital budgeting, RFP’s RFQ’s, tenders, contracts, and development charges.
- Experience with planning, designing, and supervising construction and maintenance projects would be and asset.
- Possession of MOE Operator License for Water Supply and Distribution Subsystem, Treatment, or Distribution and ability to take on ORO responsibilities would be an asset
$100,663.91 – $125,829.89
